LKE NATIONAL PARKS

The 1949 National Parks and Access to the Countryside Act was created as a result of a report in 1945 by John Dower, and a further report in 1947 by a committee chaired by Sir Arthur Hobhouse, of which Leonard Elmhirst was a member. Elmhirst also initially chaired the Footpaths and Access Sub-committee. The Act established the National Parks Commission to designate areas as National Parks and advise on their running.

Leonard Elmhirst's records of the National Parks Committee document actions of the Footpaths and Access Special Committee. There are also records of evidence gathered in respect of the Dower Report, and subsequent reports. There is correspondence between Elmhirst and Sir Arthur Hobhouse, John and Pauline Dower, Sir Leslie Scott, and the Ministry of Town and Country Planning. Statutory Reports include John Dower's 1945 'National Parks in England and Wales.'
